Juvenile Justice Vision 20/20 Executive Team

The Executive Team strives to adequately represent juvenile justice professionals in Michigan.  The team is currently comprised of individuals from local juvenile courts, the State Court Administrative Office, the Department of Human Services, Grand Valley State University, and private residential treatment providers.

President

Sandi Metcalf

Sandi Metcalf, BS, MS, ICM Fellow

Sandi has worked in juvenile justice and child welfare for over forty-five years. Recently retired as the Director of the Juvenile Court for the 20th Judicial Circuit Court, Family Division, she continues to manifest her commitment to youth, families, and juvenile justice, staying active in various juvenile justice initiatives and serving as president of Juvenile Justice Vision 20/20.

Ms. Metcalf has served and continues to participate on multiple state and local committees and boards. She has served as president of the Michigan Association for Family Court Administration and the Governor’s Michigan Committee on Juvenile Justice for over six years, until her retirement. Ms. Metcalf has authored multiple juvenile justice and girl-centered curriculums and two books.  She has extensive experience in girl-centered practice and neurobiological gender differences training, strategic planning, juvenile justice programming, etc., and she has served as the female-specific services consultant for the State of Michigan. She is a founding member of Juvenile Justice Vision 20/20.

Vice President

Kevin Bowling

Kevin J. Bowling, BA, MSJA, JD, ICM Fellow

Kevin recently retired as the Trial Court Administrator and Attorney Referee for the 20th Judicial Circuit Court and the Ottawa County Probate Court. His contributions to the courts are extensive, having worked for twenty years at the State Court Administrative Office, Michigan Supreme Court, in a variety of positions, including State Judicial Educator and Regional Court Administrator. Mr. Bowling is a Fellow and Certified Court Management Executive of the National Center for State Court’s Institute for Court Management and the recipient of many national, state, and local awards for his service.  He is a charter member and a past president of the National Association for Court Management, and he serves as the current co-chair of the COSCA/NACM Joint Technology Committee in addition to the Michigan Supreme Court’s “Justice For All” Commission. Mr. Bowling is also the chair of the prestigious, Department of Justice’s Global Advisory Committee. As an attorney, judicial educator, and a court consultant, he is passionate about kids, families, communities, and efficient/effective court management. His extensive work in the justice system spans over 40 years. Mr. Bowling is a founding member of Juvenile Justice Vision 20/20.

Secretary

Dave Pelon

Dave Pelon, BS

Dave is the Deputy Court Administrator for the Barry County Trial Court.  Prior to his position in Barry County, Dave worked as the Chief Probation Officer for the 36th Circuit Court, Family Division, otherwise known as the Van Buren County Juvenile Court.  He began his career in juvenile justice as a Youth Specialist in the Ottawa County Juvenile Detention in 2004 and served as a Group Leader and an Acting Shift Supervisor.  In 2007, Dave began working in Van Buren County as an Intensive Probation Officer and moved into the position of Chief Probation Officer in 2017.  He earned his bachelor’s degree in Criminal Justice with a Juvenile Justice emphasis, from Grand Valley State University, and a Graduate Certificate in Judicial Administration from Michigan State University. Currently, he is working to complete his master’s degree. Dave also serves as the Secretary for the Michigan Association of Family Court Administration and played a critical role in Michigan’s juvenile justice task force initiative.

Kathy Bailey

Kathleen Bailey, BS, MA, EdD

Kathy is a Professor in the School of Criminology, Criminal Justice, and Legal Studies at Grand Valley State University. Dr. Bailey holds a B.S. in Education from Central Michigan University. Shortly after graduating, she began working with emotionally disturbed youth in residential treatment. In 1982 she was hired by the Kent County Juvenile Court, where she held several positions. While at the Court she finished her M.A. in Counseling Psychology from Western Michigan University and was hired to be part of a team to change the focus from institutionalizing youth to providing community-based treatment services. She has been with GVSU for over twenty-seven years and has served on many committees and boards throughout her tenure including director of the PALS program for twenty years.  She also served as Department chair for six years. Dr. Bailey is a founding member of Juvenile Justice Vision 20/20.

Derrick McCree

Derrick R. McCree is the Executive Director, Spectrum Juvenile Justice Services in Wayne County. Previously, he was the Director for the Division of Juvenile Justice for the Michigan Department of Health and Human Services (MDHHS).  He joined the MDHHS Children’s Services Agency (CSA) leadership team on February 7, 2021 and was responsible for the department’s juvenile justice (JJ) program office, state facilities and Interstate Compact.  Prior to working at MDHHS, Derrick worked at Wolverine Human Services. Derrick has extensive experience working with JJ-involved youth for the past 29 years. He also served in the United States Army for 5 years and is a 1991 Operation Desert Storm veteran.  Derrick earned his bachelor’s degree in Social Work/Criminal Justice from Saginaw Valley State University and a Master’s of Social Work degree from the University of Michigan.

Andrew Thalhammer

Andy Thalhammer, BS, MA

Andy is the court administrator for the 17th Circuit Court in Kent County. He has held his current position since 2013 after being appointed as the Deputy Court Administrator in 2012. Prior to work at Kent County, Andy worked in the Bureau of Juvenile Justice at the Michigan Department of Health and Human Services assisting in the management of the Child Care Fund. He holds an MBA from Michigan State University and held the position of juvenile probation officer earlier in his career.

Carla Grezeszak

Carla Grezeszak, BS

Carla served as the Family Division Administrator and Deputy Trial Court Administrator for the 23rd Circuit Court.  She attended and graduated from Lake Superior State College with an associate degree in Criminal Justice and completed her bachelor’s degree in Criminal Justice at Saginaw Valley State College.  Carla began her career with Iosco County (then Probate) Family Court in March 1985 as the County Juvenile Officer.  She served the Iosco County Court System for thirty years and has been involved in many changes, including the creation of the Truancy Court and the development of a Family Dependency Treatment Court.  She has been a member of the Northern Michigan Juvenile Officer’s Association since 1986 and has served as president for that organization since 1998. She has also been a member of the Michigan Association for Family Court Administration for more than 25 years.

Laura Marsh

Laura Marsh, BS, MSW

Laura is a visiting professor and the Criminal Justice Internship Coordinator at Grand Valley State University (GVSU).  Prior to working at GVSU, she worked as a probation officer supervisor in the 17th Circuit Court, Family Division in Kent County until she retired a couple years ago. She earned her Bachelor of Social Work and a Masters in Social Work from Western Michigan University.

Patrick Sussex

Patrick Sussex, BS, MA

Patrick was a Program Manager for Juvenile Justice Programs with the Michigan Department of Health and Human Services. He was assigned as the Prison Rape Elimination Act (PREA) Coordinator, responsible for overseeing compliance with the PREA juvenile standards in all state-run and private juvenile justice residential facilities that contract with the state, and responsible for administrative duties relative to PREA. He also oversaw the Michigan Juvenile Justice Assessment System (MJJAS) training program. Mr. Sussex provided training for Regional Detention Support Services volunteers. He has a Master’s Degree in Education and is a certified drug and alcohol counselor, a certified PREA auditor, and a trained mediator.

Terri Gilbert

Terri Gilbert, BSW, MSW

Terri has held executive level positions in both public and private non-profit organizations, directing programs serving vulnerable families, children and adults. Her experience spans the service array from child welfare and juvenile justice to mental health and developmental disabilities, workforce training and development. Ms. Gilbert previously served as the Director of the Child Welfare Improvement Bureau, dedicated to improving outcomes for children in the child welfare system, and as the State of Michigan Director of Child Welfare Funding and Juvenile Justice, supervising statewide juvenile justice programming, federal funding and compliance for the State of Michigan. Ms. Gilbert was appointed by Governor Snyder to serve on the Michigan Committee for Juvenile Justice representing practitioners and attorneys involved with juvenile justice. She has specialized in turning around failing programs, launching new programs and working toward a statewide juvenile justice reform agenda.

Tayna Morrow

Tanya Morrow, BS

Tanya is a management analyst at the Michigan Supreme Court, State Court Administrative Office, Court Services, Trial Court Analysts. Previously, Ms. Morrow served as a juvenile probation officer for 10 years and the Juvenile Services Supervisor for the Livingston County Juvenile Court and the Juvenile Drug Treatment Court Coordinator for over four years. Tanya has a Bachelor’s Degree in Criminal Justice from the University of Michigan – Flint.

Meghann Keit-Corrion

Meghann Keit-Corrion, BA

Meghann Keit-Corrion is a Government Policy Advisor in Dykema's Lansing office. Beginning in 2022, she is a member of the Government Policy practice group where she lobbies on behalf of various organizations at the state level.
Prior to joining the Dykema team, Meghann was the Government Affairs Associate at the Michigan Association of Counties where she led key issues related to judiciary, public safety, health and human services. She was involved with years of work related to the passage and implementation of “Raise the Age,” and “Michigan Indigent Defense Commission,” legislation. In addition, she worked on legislative and regulatory updates to the “child care fund,” which is the main funding source for child welfare and juvenile justice services in the state.

Keit-Corrion gained extensive legislative experience when she worked as Legislative Director in both House and Senate offices. Additionally, she served for the Majority Floor Leader in the Michigan House where she played a significant role in several successful policy and appropriation initiatives.
She has a B.A. from Michigan State University and completed a fellowship at the Center for Healthcare Research and Transformation at the University of Michigan.

Rhonda Ihm

Rhonda Ihm, BS, MS

Rhonda is the Deputy Court Administrator for Juvenile Services for the Genesee County Circuit Court.  Rhonda has a bachelor’s degree in Psychology from Western University and a master’s degree in Counseling from Oakland University. Rhonda spent many years providing intensive home-based therapy to children and families, as well as supervising intensive community-based mental health programs for severely emotionally impaired adults and adolescents. Prior to her position in Genesee County, Rhonda was the Executive Director of the Child Advocacy Center in Shiawassee County and served as the President of the Board of Directors.  Rhonda currently serves as a Trustee for the Michigan Association of Family Court Administration and played a critical role in the Michigan Task Force on Juvenile Justice Reform.

Jonathan Kupec

Jonathan Kupec

Jonathan is the Senior Probation/Intake Officer for the Livingston County Juvenile Court.  Jonathan began working in the 44th Circuit Court, Juvenile Unit as a Probation Officer in 2011, where he has also served as an Intensive Probation Officer.  He began his career in the field of juvenile justice in 2005 as an On Call-Youth Attendant in the Washtenaw County Juvenile Detention Center.  Jonathan was later hired full time the same year.  In 2007, Jonathan was promoted to the position of Youth Counselor where he served in the capacities of Group Leader and Acting Supervisor until 2011, when he accepted the position with Livingston County.  Jonathan has been an active, long-standing member of Action Team #5 for Juvenile Justice Vision 20/20.  In addition to Jonathan’s involvement within Juvenile Justice, he also serves as a Lieutenant/EMT with the Brighton Area Fire Authority, and is the Treasurer of the Brighton Area Firefighters Association.  Jonathan has and continues to work at supporting his peers in the workforce by serving as their Union Steward—MAPE since 2018, representing employees from the Circuit, Probate, and Juvenile Courts.  While employed with Washtenaw County Children’s Services, Jonathan also held the position of Union Steward—AFSCME 2733-JD.  Jonathan has earned a Bachelor’s Degree in Criminal Justice with an Administration emphasis, from Eastern Michigan University, and an Associate’s Degree in Criminal Justice from Washtenaw Community College.
